But it is different story in the Philippines, where in 2010 alone, three cases per day have been reported, enough to cause fears of a rising epidemic. Reporter’s Notebook investigates what has led to these circumstances and how the government plans to address this issue. DACER-CORBITO MURDER Report by Rhea Santos The NBI has now declared Sen. Panfilo Lacson a fugitive. He fled the country a few weeks before an arrest warrant was issued against him for the murders of publicist Salvador “Bubby” Dacer and his driver Emmanuel Corbito. How will this affect the case? Could there be politics involved, as Lacson’s camp alleges? Or is this a clear case of justice not served?
